I'm curious...are the people receiving the phone calls living in 210 area code? I'm thinking scammers have wisened up and are calling from phones in the area code we each live in so they have more of a chance of someone picking up.

Yes, I think you are correct! I live in 210 area and, more and more I am getting scam calls from the same area code. But my policy is-- if I don't recognize the number I don't answer. When they don't leave voicemail, then I know it's not important, and I put it on my blocked list.
My cell received a call from this unrecognized number on a Tuesday afternoon (I never answer unrecognized callers).
I've noticed in the past 6 months or so that I'm frequently getting these calls from my own area code, 210, and I've suspected that it's for the reason that Ricky-Bobby suggests.
My process is: (1) If my phone doesn't recognize the caller (not in my Contacts), I send it directly to voice mail. (2) If the caller leaves voice mail, I decided from that whether to block them or not. (3) If the caller doesn't leave voice mail (maybe 95% of the time), I Google the number to see if it is called out on nuisance-caller sites like this one; if others have gotten nuisance calls from this caller, I immediately block the number. (5) If no one else has reported nuisance calls from this number, I add it to an existing "Unknown Caller" contact that is not blocked; if I later receive another call from this caller (now identified as "Unknown Caller"), and they again don't leave voice mail, then I block the number.
