You can send the agency a letter (snail mail, not email) demanding them to stop calling under the Fair Debit Collection Practices Act (section 805). If they continue to call after the letter it is classified as harassment (FDCPA section 806) and gives the debitor legal rights to sue for damages.

We had the same problem with this number as well... The number is actually legit... This is an autodialer setup by WAMU for people who opened a paypal account and chose not to renew. To get rid of these annoying calls, we spent 30 minutes going from one WAMU dept to the next until we finally got through.
The best way to resolve this is to call the customer service number on the back of the card and do it that way... If you don't have the card anymore, call the WAMU fraud dept at 800-480-7230 to explain the situation and they should point you in the right direction or you can start by calling the WAMU main customer service line at 800-788-7000 and spend about an hour jumping from one department to the next until you finally get a live person that will point you in the right direction.
