Received robo-call on my cell phone. Pressed "1" to talk to a representative. The 'rep' wanted to 'confirm' I was responding to an offer to lower my interested rate (on what I have no idea). I replied I was responding to a solicitation call. He said it wasn't a solicitation, but spoke so fast in his heavy accent that I couldn't understand anything he said. I asked him to repeat it more slowly, he disconnected. Clearly, Rachel has a new plan & partner....
