You, too, can collect thousands of dollars from people who call you illegally. (And, you can work to change the laws if people are calling you legally, but bothering you.) Any call in which one of the following is true is illegal:
The caller fails to identify him/her self, fails to identify the source of the call, fails to explain the purpose of the call, or which incorporates a prerecorded voice for delivery of a commercial (Non-profits have a loophole you can close by saying, "PUT US ON ALL DO NOT CALL LISTS.) message from a company with which you have no prior association and you have not given permission.
Some people have been awarded in excess of $20,000 PER CALL for illegal telemarketing. You might as well be one of those people.
Call from this number was a hang-up. Internet searching produced the information shown below, taken from whois dot com. However, the Web site INTOUCHPHONES.COM goes straight to http://ryan.inheritancecc.com/
That seems like it's a pyramid scheme based on cell phone sales.
I looked at the whois Web page, and didn't see anything that might restrict posting here. If I missed something, I'm sorry. Here's what whois dot com said:

I received a call from this Julio Gonzalez on 07/30 @ 6:55pm. I did not answer because I was unfamiliar with who this was nor did I know the number. They did not leave a message. I hate telemarketers! If someone knows me, and wants to speak with me, they will leave a message or call my cell. Loosers!
I am receiving calls from those who are receiving calls from this guy. My name is Julio Gonzalez, Jr. (2 z's in last name), very different occupation, only similar name. As with any unknown number, let the machine get it!
