I just (today) received a call from that phone number too, but I actually spoke to someone (Frank). The guy said he was working for a company I purchased products from and that the card I used was declined. The caller id didn't display a retailer's name, so when I asked for specific information like who did he worked directly for (the name of the company, not the client he represented) and his company's contact info. (address and phone number) he abruptly said since I didn't want to cooperate then they're just going to go ahead and prosecute me for fraud, then he hung up on me. Go figure.
Gal left a message telling me to call Frank with CPS.
I called back and was told it was for a charge with HSN. I never had anything to do with HSN. I told him this and he told me he guessed he had the wrong person and hung up on me. Didn't even allow me to ask more questions.
