Who called from 2107145325

I received a call from this number tonite. When I said, "Hello?" Nothing. "Hello are you there?" Then the heavy breathing started. I said, "I can heeeaar you!"  Heavy breathing. I said, "For an obscene phone caller, you are not very talented. Why don't you hang up and try again later after you have practiced some more?"  Click. Number blocked. But, darn, I kind of wanted him to call back to see if he improves his style any.

I called the number, got a recording telling me the number is not in service. If it's not in service how can they make a call?

Female voice said hello, hello on answering machine and then hung up.  Did not identify herself or company she might have been calling from.
