These are criminals who want to scam people and clean out their bank accounts. If you get this call, DO NOT respond in any way. Just hang up. Telling them no or asking you to remove you from their calling list only alerts them that your number is good, and they WILL sell your number to other scammers. What they are doing is HIGHLY illegal, and there isn't much chance that they will be caught. They do not care that you are on the national "DO NOT CALL" list. If you can block this number, that will help, but these criminals can easily spoof other numbers to call you.
I can't tell if it's a real human or a recording with breaks in it. I asked them that once and they didn't answer so I told them to stop calling. They just called again. Again he said that he was responding to my inquiry. When there was a break in his talking, I said "What inquiry?" He didn't really answer the question. So when he broke again for me to say something, I said "So when you said 'this call is in response to my inquiry' you were lying?" He said "Yes." Then he went on talking. I told him I would never do business with him and that I would report him to Do Not Call. He just kept on talking as I hung up.
