Privacy manager is a service of the phone company. If it is turned on (which it apparently was) then a caller receives a message to leave a name and number and you have the option to call back the party. This is in effect if there is no caller ID listed, or is listed as PRIVATE, UNKNOWN, OUT OF AREA, NO PHONE # LISTED, ETC. There must be a name attached to a legitimate phone # for it to allow the call to come thru. IE: 201-555-5555 listed as John Smith will be allowed, 201-555-5555 listed as UNKNOWN will be asked to leave a number etc.
