Calls that ring once and hang up or leave messages for you to call back and press 1 or anything are most likely phishing phone calls, trying to identify "live" phone numbers that can then be used for future scams.
The scam of pretending to lower your interest rate is well know. Avoid these callers; don't answer if/when they call again; never call them back and never press anything either to speak to a representative or to be removed from their calling list. It won't work. They're professional criminal scam artists.
