On call back the voice mail message states that the number belongs to a Jeff Ulman with J. Crew - go figure.    
First red flag of a scammer - a faked number.    

Hindi scam artists calling in violation of the DNC List.    Just wait until the 'installer' shows up and finds out he's getting sued too!
