Rec'd on my MOBILE phone today from rude male w/ Pakistani accent - pretty sure it was a spoofed caller ID - pretty much unintelligible. Wasn't gonna answer it (who calls me from Manhattan?!) but then decided to. I answered hello - then after a LONG period of silence, he began yelling/questioning about whether or not I had received some kind of coupon last Christmas... was fairly garbled.
Call was likely placed by VOIP. Some countries really need to be cut off from the Internet, satellite access and phone lines.
