This number belongs to the IRS. Thing is the IRS most of the time won't call, instead they send you a letter by certified mail with a signature request to make sure you got it. And should they call they will not ask for debit or credit card information nor threaten you with arrest, revocation of your license or anything.
The likelihood is this number is being spoofed and is not in reality from the IRS. My advice is if you get a call from this number is to call the IRS at their toll free number (800-829-1040) and make sure you don't owe, do not, I repeat, do not answer the call from the 212 number that is calling you as it could very well might not be the IRS calling.
