Answered,but when they said nothing immediately,  I simply hung up..knowing full well it's one of "those" phone calls.  I assume telemarketer.

Some complete loser who has nothing better to do with his life than prank call people.  Get a life!

I guess they are calling from Auto Care Center, and the rates have dropped 35%.  I could barely understand the foreign man, and told him to take me off his list, and to never call me again.  He asked if I was sure, and I told him definitely!
