Dial 212-NEW-YORK and you'll discover that this is the telephone number to reach New York City's 311 call center from out-of-town (i.e.: outside the 212, 718, 914, 646, 347, etc. area codes).
This is a legitimate number, but it is extremely unlikely that anyone would call out on this phone number.
It is Notify NYC and they were calling about a statewide amber alert. They changed the Caller ID, it used to be "City of New York" or something similar. It now displays "NYC Thomkinsvill" -- very odd!
