Caller ID shows 'Not Found' and hung up after 3~4 rings.

The number of bogus calls has recently exploded for me and for several others I know.
What's going on to cause this recent explosion of unwanted calls??

My number is listed with the federal 'Do Not Call' registry, but that seems to have little effect, especially the past few months.
