Who called from 2130000000

first time call from this number, just silence on the other end. I'm on the no call list for telemarketers. Is there a way to identify the caller and prosecute?

Got a call, didn't answer, why would anyone answer a phone number of all 0's?  No voicemail left

We've received 4 calls so far today from this number.  We didn't answer and no voice mail was left.  The caller id also said California call.

call one right after the other. No answer when i picked up.
