This number texted my sister and several other people I know. Gave a name, Amber Quinn. I called several times and it just said that it was the General Investigation Unit and there investigators were busy and I need to leave a message. Weird!!

Bottom feeder debt collectors is my guess. Left no business name but trying to sound "official" in some capacity. Do not return the text or call-just block if you have the app.
Actually this call is fraudulent! Amber quinn is a phony name. Do not give any personal information to these callers. When tracked, this number is based in chicago, il and it targets right to a location of a "park " area. These scammers have become more clever with their approach and how they go after unsuspecting innocent people with no care or shame. Best thing to do is to not answer any calls from numbers you don't know. Let it roll to voicemail, then check the message. If you can't relate it to any of your financial matters, block the call. Do this each time you receive calls like this, and never return calls such as these. If you return calls such as,these, you open yourself up to be their target. Don't allow them to controll your phone or your money!!-be smarter than them. Also, remember, they use scare tactics with law enforcement or legal titles threatening criminal charges. Just so happens they ran across me, a police officer's wife. Know that if in fact it was,a "legit" bill owed, it's a civil matter (not criminal). Also, investigators don't waste their time making phone calls leaving voicemail messages that you will be arrested or served. Attorneys and police officers do not either. Believe that if the police or an attorney want you, they will have papers served wherever you are at by a "process server", and they don't waste time getting that done, so if it's serious, you'd know right away without hesitation. Don't fall for these scams...Fight back!!! Hope this is helpful.
