Was this call actually from overseas? If so, there might be nothing the US government can do about it directly from a legal standpoint. It's quite easy to spoof a caller ID from the US, no harder than spoofing email addresses or writing a fake return address on a piece of mail.
That said, if it did happen within the US, you'd need to be able to catch the alleged crooks first.
