Who called from 2132895532

This number showed up on my caller ID once as "OPEN" and once as "AC EDUCATION". No talking, just bunch of weired noises. Over 10 calls already.

Person calls and has some creepy voice like Dory talking whale in techno.  Over 20 calls in past couple of days....super annoying.  Can this person be stopped?

I received a call from this number at 3:25 p.m. (July 19). No message placed.

Received a few calls from this number. Today I received a call that I answered, couldn't hear anything but sounded like some slow motion talking right before I hung up. Received another call from this number less than 10 minutes later, I didn't bother answering. Sounds like some kind of scam.
