Over the past few weeks, from a varity of phone numbers, the latest being 213-298-3576, when I say "hello" all I here in the background is a recording, with a man's voice, who has an accent, saying "Hello, this is David Grey...blah blah blah" Using all sorts of words like Magistrate, Treasury Department, second notice, etc." It never says who they are calling for, just for you to return the call.

IF you really had a problem, a process server would show up unannounced. This is a scam. You didn't mention who called. Would it be a fake IRS scammer?
I have been receiving calls from 213 298 3578 threatening Federal Criminal Offense that the courts are pursuing me. They have managed to hack my Xfinity - Email Voice Mail Notification, my phone doesn't ring and a live voice mails not being left, just the typed Email Voice Mail Notification. I have contact Xfinity who does not seem to be concerned that their Voice Mail system has been hacked.
