no message => almost certainly a scammer
Picked it up; used to never ever get calls of this ilk on my cell; now they are frequent. the robo message alleged I had filled out a survey about solar.... I hung up as I didn't have time for the spiel, so I don't remember the company's name. my phone only displayed Los Angeles, CA with the number. I just block them and delete them from "calls" after I post about them.
This number came as a solar installer. If you ask if they are licensed to do business in california they say yes, but if you ask for the license number they hem and haw and can't give you details. Clearly a scam.
BUT If you answer those calls and get through to a human, and keep them on the phone for as long as possible, then the operator gets paid hourly and the scammer can't afford to do this.
Answer the calls, get to a human, and read them a story.

Call is a message to announce that I am a winner of a free solar panel from the contest I entered. Trouble is I never entered a contest. An associate of mine is getting the same. BEWARE
