Phishing/scam "IRS" call threatening me with jail time if I don't call back and pay up. How stupid do these callers think I am? The IRS should go after these scammers that are impersonating the IRS.
This is another one of those stupid IRS Scams threatening a lawsuit in a "robotic voice" message. The IRS "NEVER" phones people threatening lawsuits, as they contact people via official postal mail. Those IRS scammers need to be shut down.

IRS is investigating, but there isn't much they can do since the callers are located in India and Pakistan. Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.
