They are verifying business name for other telemarketing companies so you can get even more calls , thats why they don't say anything or say hello and pretend they can't hear you , all they want is for you to say the business name
They also use local numbers so it looks like someone locally is calling you , some of the numbers they have used : 818-717-687 and 818-249-3974
Same schtick, you say hello, long pause and "Hello, Can I speak to the owner please?" I said "The owner doesn't come in" and got "I'm sorry, and "click".
