I definitely don't want to be paying for 'junk mail' on my cell phone.  Telemarketers of whatever stripe ought not to be able to call cell numbers.  As long as recipients of these calls are 'charged' -- whether in minutes or minute fees -- the call amounts to a fee for something the cell phone owner has not requested nor purchased. Isn't this fraud?
