I had the same type of phone call. He said he was from the U.S. Treasury and that it was an urgent matter that I contact him, and that legal action would be taken against me. I did call the umber and got a busy signal each time. A scam waiting to happen. Beware!
Received a call from the Dept of Legal Affairs that I have a legal action against me and that I need to call immediately. I'm pretty sure this is one of those scams to get money from me. I'm not calling it.

Just received a call from this number with the same kind of messaging as noted in the other comments. Obviously a scam and will not call back. These calls need to be stopped.
Voicemail was relayed to me. I called back getting a poor connection with static on phone. They called back. "Officers Steven Thomas" with a foreign accent told me I would go to jail for 6 month for not paying taxes for a certain year. I pay taxes. He then changed story to say I owed a certain amount. It sounded like scam. He threatened me w/ jail again and hung up on me.
This same exact thing just happened to me today. I was told I owed IRS $4738 from 2011. I informed the called I was unemployed so they told me I was going to jail for 6 months if I did pay them $3800 today. I told them I would take my chances and the hung up on me. Too funny.
