I just got a call from this number on my cell phone. same here

Me too.  Foreign accent female who started with "This is a important call for....If you are not...., etc. etc. etc."

It's a collection agency.  Really RUDE they actually start yelling at you to pay your F*cking bills!

The company is called ARS and is located in New York even though they come through as local numbers.  Below is a legal Cease and Desist letter in accordance with the Fair Debt Collection Practices Act (FDCPA).  You can copy and paste it into a word doc and add your own info into it and send it to them registered or certified mail.  I have found this to be extremely effective in the past.  As far as I understand, they cannot even sell the debt to someone else at that point.

Check your states recording laws as some do require you to tell them its recorded, also SOL.  Send a cease & desist via certified or return receipt US mail.
