received a phone call , man could barely speak english , but spoke it well enough when i was told i would be arrested tomorrow if i didnt call back this number, which i believe is against the law in rhode island to do this. the name of the company was " the law offices of california" david smith was his name, again , not an american gentleman so im not sure where he conjured up the name

I just got one of these. exact same message as you. He left this number in the voicemail, but the caller ID showed up as an overseas number. I don't have the entire number unfortunately, but the code is 011 1 268.
A Google search linked this to Barbuda and Antigua, an island off of Puerto Rico...
