I just got a call from this number and one said a word. So I called it back and at first it was busy and then I was able to get connected after a few tries.  I then heard the other side dialing, pauses for a few seconds and then dials again.  I heard 2 people talking in the background, a man and a woman.  After a while the woman said "my phone is not even dialing anymore, should I just logout and log back in?"

What is the purpose of this number scanning anyway?
