I also had a foreign guy with a very hard to understand accent call and say the government was giving me a $6300 grant that I didn't have to pay back. When I replied with, "please put me on your do not call list," his response was that he couldn't do that and wanted a reason! I told him it didn't matter why, just don't call me anymore. I ended up hanging up and blocking the number but I'm sure I'll hear from them again...
