Complain to the FCC.  I've done it before for other annoying numbers and they really do do something about it.  I got a call at 1:51am & got 2 very young children that don't need to be woken up by people like this.  So go to: http://esupport.fcc.gov/complaints.htm and let the big guns take care of them.
