They left a message on my voicemail. They must be a collection agency. Said they needed to hear from me by 5PM and gave me a file #, and told me if I had legal representation that they could return the call. The caller ID showed up as COMMERCIAL RECO.

Tabitha: "this message is for (my name). (My name) there has been a complaint filed against you here in my office. It was forwarded attached to your name & social. I need a return call within the next 24 hours in order to obtain a statement on your behalf. If you fail to respond within the time allotted, I will have to render a decision on this matter without you. Use your silence as a statement & recommend to my client how to proceed accordingly. Again my name is Tabitha. My direct number is 1-888-978-8091"

A bottom-feeding collection agent. Long history of debt scamming on 800notes. They call from a variety of numbers and basically try to scare you into paying them something.
1. No "complaint" can be filed with a collection agency.
2. No "complaint" can be "attached" to your SSN.
3. Collection agents can't make a "decision" regarding anything.
4. Failure to answer is not a statement of anything.
Just a load of scare tactics.
Don't return their calls, block them. If you do talk to them remember:
Just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:
1. Demand the person give you his or her name, company name, and address
2. Demand a debt validation letter by US mail. E-mail no good.
3. Do not pay the collection agent or anyone else a dime until the debt is validated
Of course they won't send you a validation by US mail as they are required under the federal rules of debt collection, so--
If they continue to bother you, and refuse to send you a debt validation letter, tell them that you know this is a debt scam and that you are making a complaint to the police for extortion. Once you get a copy of the police report and they call you again , just read out the file number and the name of the PD or Sheriff’s office involved. Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.
Do not take any nonsense from this Tabitha person. Yell at her, talk over her and tell her you know your rights and you are not going to be pushed around by some scammy debt collector. The only thing these people understand is brute force (metaphorically speaking). You have to be ruff with them. All they have is empty threats. They'll no doubt try to say they are a law firm, but they're not. They'll no doubt use the term that they are an "arbitration" firm or a "mediation " firm, but it's all scammer double-talk for debt collector. Do not be fooled by these people.
