I got the same call from the same person about some wire fraud charges, I have no idea how or what that is about. That is amazingly crazy.

IF you have received NOTHING in the mail regarding anything these crooks may be calling about, pay NO attention to it. And if there is truth to it, you're entitled to proof something exists by mail, NOT phone calls, emails, or faxes. County Mediation, huh? Sounds pretty generic and an ID a con artist would use in attempt to extort money from you. And they'll go after parents and relatives, too. Disregard, ignore, or block future calls from this outfit and send them packing. They're thieves, not likely to care about what's legal or any laws.
They can make a one-time call. If asked not to call again they may not. However, these debt collectors are scammers who ignore the Federal Fair Debt Collection Practices Act.
If they are bothering you, report them:

If they continue to bother you, and you know you do not owe any money, tell them that you know this is a debt scam and that you are making a complaint to the police for extortion. Once you get a copy of the police report and they call you again , just read out the file number and the name of the PD or Sheriff’s office involved. Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.
You'll probably have to yell at them and talk over them.
You have to get tuff with these people because, being akin to thugs, brute force is (metaphorically speaking), the only thing they understand.
