Look this is a scam, we all know this! Now what? Oh hangup, ignore etc.... Why would criminals stop with such risk and why would Law Enforcement or Elected Officials do something about this since no one seems to care enough to complain. Screw the special software and phones that block such (good idea though; till we reign these activities in) and do what is free and morally your responsibility as a citizen; which is complain properly!
Look at what "Jax Tellers" comment. He has right idea; but not far enough! Report to Law Enforcement Locally, State and Federally. Also email or call your Elected Officials in the State and Federally and complain. The squeaky wheel gets the grease which the grease is the money to enforce the laws as well teeth in the laws that take a bite out of these crooks. If this was not a profitable scheming scam they would not be doing it, so people are being harmed and often the most vulnerable.

Wake up people.... specially you with all the conspiracy theories. You can report these phone numbers all you want. It will do no good. THE NUMBER YOU SEE ON YOUR CALLER I.D. IS "SPOOFED" = NOT REAL. It is fake. That's why when you call, it is disconnected, or you get the repeated busy signal. They use sophisticated VOIP networks to hide the real number they are calling from. Simple solution - do not answer, do not call back. As long as there are people stupid enough to answer, and stupid enough to call back a number they don't know, these scammers will succeed.
