I think maybe this is where they act like you are their customer and try to get you to call them. I am now getting multiple calls per day on a cell phone that usually never gets any calls.
Never do business with a company that lies to you instantly on your first contact. It can only go downhill from there. Maybe they want your personal information like driver's license number, social security number, date of birth, and all that information that allows identify theft. Surely everyone personally knows an insurance agent and you would not resort to robo telemarketers.
