Received call, I answered someone said hello, but it was noisy in the background I hung up & called it back. I got some choppy recording of a woman, saying the phone number has been compromised and breached, she was stammering over words, not even sure if it was a recording it sounded like someone scrambling for what to say. I hung up added to my reject call list on my cell.

I think I got the same exact automated message when I called back so I do think it was recorded but obviously very sloppily by someone who was having trouble with it. It ended in the recording that says the voicemail box was full. Weird.
Got a call with no message left. I called back after looking at TAM's comment and got the same stammering woman stating that the phone number had experienced a "technical breach." She mentioned that the called being made were made from outside the University of Pennsylvania and then said it doesn't belong to the person who the number belongs to (close to actual words which were repetitive and confusing) and eventually stated a name. The name stated is not the same one that you hear when the automated message says "The voicemail box belong to ______ is full." No idea what the point of the call or that long voicemail might be.
