My experience is anytime the CID indicates a city rather than the name of a person or business it is a SCAM. If caller is legit they will leave you a voicemail. Good luck!

I had them call me 2X - once on 7/5 and today 7/9.  I screen my calls with answering machine, so they just hung up.

Update-  This makes me mad.  I typed the number in my search bar and got this company who owns all of the 215-383-XXXX exchanges with permission http://www.peerlessnetwork.com/wp-content/upl ... o.-4_120427.pdf   I'm reporting them to Do Not Call registry
