I've been getting calls daily from this damn number and I refuse to answer because they have never once left a message and they call from different variations of the number. I've been scammed (an attempt) by someone calling and claiming to be from a collections agency claiming I owed $5,475 to Kay jewelers, which was never true. I did owe them money at one point in my life though. They used true information and and mixed it with fabrications and they were very convincing. Had I not recently looked over my credit report I may have been more receptive to their bs.
A few clues that your dealing with a scammer are:
1. A true collections company would mail you information before calling you
2. A real collections agent will willingly give you their name, company name with a verifiable address and phone number, account number of the supposed collections account, the original amount owed and will pass you to a manage if you demand it. In my experience, the fake ones do none of that.
3. Collections people don't show up at your house or place of work, so if they threaten you with "we will send an agent to your work, and follow all the human recources requirements to serve you" just hang up and block them.
4. There's no debtors prison anymore so when they threaten you with sending the police to your house you'll know they're scamming you. Unless it's for something that the police usually get involved in but I don't know about that stuff, I just know the police to arrest people for not paying a credit card bill.
5.  If they imply physical confrontation it's obviously a scam. They won't directly threaten you for obvious reasons, but they will make their intention clear enough.

I had all that happen in one phone call and believe me they're convincing. You'll already know if you have an account in collections so if you're getting repeat calls from a collections agency regarding an account you don't have, someone is scamming you. Either them or the one who opened the account, if there is one.
