These scumbags are debt collectors, they're not answering you or leaving messages because the purpose of their calls are likely to use their voice recognition software on you when you say "Hello" in order to find out if you're the debtor that they or their affiliates are searching for.

As others mentioned , calls from 215-554-6481 come from TATE & KIRLIN ASSOCIATES.  Their address is 2810 SOUTHAMPTON ROAD, PHILADELPHIA, PA 19154.  Their phone number is 800-355-0333 extension 300 and 800-298-3600.  Their email address is [email protected] and [email protected], website is https://tatekirlin.123fastpay.com and TATE-KIRLIN.BIZ.

I have no debts with them, they repeatedly used a robot to call me, asking for a person who doesn't use this number and who does not and never has lived at my address. I asked them to stop and they continued, so I filed complaints with FTC ( https://www.ftccomplaintassistant.gov/ ) and my state attorney general.  Will also file a complaint with the Pennsylvania attorney general here at http://www.attorneygeneral.gov/complaints.aspx?id=403 .

I keep getting calls from this number and they never leave a message. It is a land line. I called it back. A man answered. I told him they keep calling me and he hung up.

Scammer..  Notice the trend where they call people for several months and then lay low for a few.  They aren't even trying that hard, my 13 year old could do a better job!

Another annoying phone call!  I screen all calls that I do not know & if they do not leave a message I no longer answer them.  I also warn people with whom I do business that if I do not recognize the caller ID & there is no message, I will not answer their call.
This has been THE most annoying phone 'business'. I get so many of these annoying calls...It really disrupts the privacy of my home.
