Appears to be a robocall.
We are so tired of being harassed by telemarketers and scammers that we no longer answer calls from unrecognized numbers. The calls from 215-560-0147 are a persistent nuisance, the caller never leave the message and if you dial the number back ( which I do from a VoIP phone number), their recorded message simply instruct you to push buttons to be removed from a calling list which makes it clear to me that they are either a telemarketer or potentially a scammer.

All future calls from this number are now banished into the blackhole of go F-yourself and leave me alone.
