These are telemarketers using a fake survey as a way to get around the DNC list.
This number is now blocked.

Received a call from this number in the middle of the afternoon.  Caller ID listed "Philadelphia, PA." Left no message.

Don't know, but it would surprise me if it is just another number from the Levittown area trying to claim that we've won a free cruise.
