Scratchy sounds then Spanish directions of some sort

Didn't actually answer it, but I don't accept calls from people I don't know.

First they called my grandmother now me, its a spanish caller but it always has static at the beginning of the call.

I got a call from this number  on 8/25 at 7:35 PM.  The Caller ID said NEWTOWN PA.  I didn't answer it either.
