This "West Asset Management"- a Debt Collector who got nailed for fines back in 2011 by the FTC.

This number, that seems to be CallerID spoofed, called here not identifying itself clearly and acted like a bill collector.
Any time a "bill collector" hides their real company name and number, and uses such shoddy tactics, suspect fraud.
