someone called and it sounded like they either coughed or whimpered on the phone in quick succession and then silence for about 10 seconds.

It is a bill collector checking to see if someone is on the line or can be reached. The tactic or ploy is to leave this message to see if it still is a viable number for the debtor.

Got a call .. nobody answered. Called the number back and got "Steve" .. wouldn't identify himself further.
