This is 'Rachael from Credit Card Services'  ......... etc.  This number is a local number to us so I called it back and pretty much found the number was spoofed and the owner knew nothing about it until I did so.  Subsequently he called back and told me that so far 17 others had called him asking.....  Not sure the death penalty is good for this but I'd go for flogging - say 20 lashes with a cat 'o nine tails every 3 or 4 days......for a year for the people doing this.
