Just report them to the FCC.

It was an insurance company or something similar to offer me their services in case of having an accident.

Just called 6/27/12 2:56PM CST - I did not answer, no message left on my cell.

Called my Google Voice number.  They got through the "Please state your name" prompt but hung up as it was ringing my phones.    Based on these reviews I'll be blocking that number.  :)
