I do not answer unidentified callers.  
I am on a Do Not Call list on my cell and I don't think it is making any difference!

second day getting this call.  Called it back from a land line and a recording said it was WCA Subscriber services.  I don't know anyone by this number.

I got a call to my cellphone from this number. I did not answer it. I actually put my cellphone no. on a do not call registry. I do not know why I keep getting unknown callers.

Calls every day twice or more times.  I am also on do not call list.  I do not answer this.
