It's a telemarketer who is making unsolicited phone calls. I live in New Orleans LA, & I don't answer phone calls from numbers I don't recognize. This shows on my caller ID as a Baton Rouge phone number, so it was pretty easy to trace. The company making the calls is LEVEL 3 COMMUNICATIONS, LLC - LA. It's a technology based company, & I'm pretty sure it was a sales call. SPAM!
