"So the possibility exists that someone is using this company name and/or spoofing the number."
Nope.
I called them back and asked them. It's the same people. He told me they just got into the insurance biz. I asked him what CMS stood for he said nothing and that the company is 35 years old. I called again an hour later and asked if they did automated phone calls because I needed promotional help. He said yes. (He told me they don't do parties anymore.)
Without further information, and considering the fact that the business was dissolved in 2006, I arrived at that conclusion. If he is back in business with a INC. behind the name, then he is is strict violation of state law since he is supposed to be registered. Also, if he is selling insurance, then he is supposed to be registered for that as well. Perhaps you should notify his home state.

Well if you had carefully read the page, you would have realized that I provided you with the search page link instead of the complaint page link. But a reasonably intelligent person would have read that and said "Maybe I should go to the home page and look." And had that reasonably intelligent person done that they would have found a wealth of information and even a complaint page. I'm sorry should I have actually done everything for you?
