I just got a call from this phone number.

they call and don't talk, leave a voice message if I don't answer, which has no content

This person just called my mother and when I replied they hang up.

Could be Portfolio Recovery that tries to scam people of out old debts. They threaten the people the call and claim they will take them to court. I got many of their spoof numbers that they robo-call in order to avoid be traced back to their actual location. Your best bet is to not answer, block them and register a complaint with the FCC.
