Not really, they are trying to set you up for a scam.  It will go something like this.  They will want to know if you accept credit cards.  They will be deaf and you have to either text or e mail.  They aren't in the area.  They will want the home improvements no matter what the cost, and they will have someone they want you to pay because that person doesn't accept credit cards.  You will of course have to wire the money by untraceable means such as Western Union.  Then you find out the card charges are reversed because the card is stolen.
